The Islamic Finance Hub (IFH) was established by industry practitioners to address the growing demand for Sharia-compliant finance in Uganda and the wider region.
We serve as a focal point for professionals, institutions, and communities seeking to understand, implement, and scale Islamic finance solutions. Through our work, we have developed strong relationships with global partners and contributed to policy discussions shaping the future of ethical finance in Africa.
Sophia leads the Islamic Finance Hub with a vision to promote inclusive finance and sustainable economic growth through Sharia-compliant solutions. She brings over a decade of experience in project management, strategic partnerships, and advocacy, representing the Hub at platforms such as the Cambridge Islamic Finance Leadership Program at Clare College, University of Cambridge, and the WOMANi Recognition in Dubai, where she was named among the 500 most influential women in Islamic business and finance. She has led initiatives like the Sukuk Masterclass with the Cambridge Institute of Islamic Finance, championing capacity building and innovation in the industry.
Ian Mutibwa is a specialist in Islamic finance structuring, policy advocacy, and capacity building, with a strong background in the financial services sector. He has worked closely with regulators, Islamic scholars, and financial institutions to design, review, and implement compliant financial products that meet market needs while upholding Sharia principles.
Ian has led initiatives in training, product development, and advisory, positioning the Islamic Finance Hub as a regional thought leader and trusted partner.
His leadership style is grounded in collaboration, innovation, and a commitment to ethical financial growth that empowers communities and businesses alike.
Rachel Kembabazi is an experienced governance and legal compliance professional with a proven track record in corporate administration. Her expertise includes advising boards of directors, managing regulatory filings, and ensuring adherence to both statutory requirements and ethical standards.
Rachel’s role at the Hub is central to maintaining transparency, accountability, and robust internal controls, which are essential for an organisation operating in the financial sector.
She is committed to strengthening governance systems and supporting the strategic direction of the Islamic Finance Hub.
Kenneth Makanga is a finance and investment professional with deep expertise in strategic planning, resource mobilisation, and business growth advisory. He has contributed to sustainable finance initiatives in sectors ranging from infrastructure to SMEs, ensuring that investments deliver both commercial and social impact.

Sheikh Ashraf Mutagubya is a respected Islamic scholar, Sharia governance expert, and advocate for authentic, values-based finance. He oversees the Hub’s compliance with Islamic law, ensuring that all products, services, and operations meet the highest ethical and legal standards.
Shk. Ashraf has served as a Sharia advisor to financial institutions, development agencies, and policy bodies, providing both theological guidance and practical solutions. He is passionate about bridging the gap between classical Islamic jurisprudence and modern financial needs, enabling institutions to grow without compromising faith-based principles..
John Jet Tusabe is a seasoned corporate leader with extensive experience in organisational strategy, operational oversight, and stakeholder engagement. He provides governance input, monitors strategic execution, and advises on the Hub’s long-term priorities.
Johnjet has worked with businesses, NGOs, and government entities to align operational efficiency with sustainable growth. His dedication to the Hub’s mission ensures that Islamic finance continues to expand its reach and impact in Uganda and beyond.
Carol is a legal professional with a focus on Islamic finance law, serving as the Administrative Assistant at the Islamic Finance Hub and an Associate at MESA Advocates. She is an Advocate of the High Court of Uganda, with a Diploma in Legal Practice from the Law Development Centre, a Bachelor of Laws degree from Uganda Christian University, and Sukuk training from the Cambridge Institute of Islamic Finance. She is currently pursuing certification on the application of AAOIFI Standards from a Maqasid and Usul perspective. Carol has provided legal and transaction advisory on Murabaha and Sukuk products and contributed to the drafting of regulatory rules for Uganda’s capital markets intermediaries. Her experience blends legal expertise with practical application in advancing the Islamic finance industry.
